PDF Annotation Conversion
I need a way to convert pdf annotations made with one software package to something more standard that other programs can more easily access.

You can always export annotations with for example Acrobat but also other tools into standard XFDF for use in other applications.

What content of your PDF annotations do you want to convert : text content only, dataset, annotation display ?
We have the means to collect data stored in annotations in CSV, XML, and also to populate PDF forms with the annotations data, for example.
If you have 30', I can show you some examples (Teams session).

Hello,
normally, PDF annotations are standardized in PDF and any PDF viewer or other tool should be able to handle them.
Maybe, Foxit PDF Editor can help. For example, you can EXPORT the annotations if you want to work on this content only.

If you're looking for a code-based solution, you may be interested in the iText PDF library - https://itextpdf.com/products/itext-7/itext-7-core. iText is very powerful and can be used for all kinds of PDF manipulation tasks. In this case, you can extract the annotations in PDFs, whether they are text or attached files.
