France’s phased e-invoicing reform reaches its first major milestone on September 1, 2026, when every VAT-registered business in the country must be able to receive structured e-invoices, and large and mid-sized enterprises must be able to issue them. SMEs and micro-enterprises follow a year later, on September 1, 2027. France’s National Assembly rejected a proposed delay to this schedule in 2025, and subsequent guidance from the DGFiP (Direction Générale des Finances Publiques) has reinforced that the dates are holding.

Among the three structured formats recognized under the reform (UBL 2.1, CII, and Factur-X), Factur-X is emerging as the format of choice for many small and mid-sized businesses, since it keeps a human-readable invoice visible while carrying machine-readable data for platform and reporting requirements.

Factur-X is a hybrid format: a standard, human-readable PDF with a structured XML dataset embedded inside the same document. It shares its underlying technical foundation with Germany’s ZUGFeRD standard. Since ZUGFeRD 2.0, both have used the same UN/CEFACT Cross Industry Invoice (CII) XML syntax and the same EN 16931 European semantic standard, making a well-formed ZUGFeRD 2.x file and a Factur-X file structurally interchangeable.

PDF/A-3 is the format’s technical backbone. Factur-X requires the PDF/A-3 archival standard specifically, because it is the only PDF/A variant that permits embedding files, such as the required invoice XML, that are not themselves required to be PDF/A-compliant. Building a compliant file also requires embedding that XML with the correct AFRelationship value, where French Factur-X convention (Data or Source) diverges from the German ZUGFeRD convention (Alternative), plus the addition of Factur-X-specific XMP metadata and a PDF/A-3 extension schema, since these properties fall outside the base PDF/A standard.

With the first compliance deadline looming, PDF and document tooling vendors serving French markets, or the ERPs and accounting platforms they support, have a narrowing window to validate that their PDF/A-3 generation and file-embedding capabilities meet the Factur-X requirement set.
