So in a nutshell, level B conformance requires only that standards necessary for the reliable reproduction of a document’s visual appearance be followed. So yes hyperlinks are allowed. The standard only has strict requirements on the rendering (visual appearance) and is not restricted to metadata like hyperlinks.
