A progress report from the Council of the European Union on the development of its Directive of the EP and of the Council on the accessibility of public sector bodies' websites contains interesting reading for those concerned with accessibility in electronic content, including PDF documents.

The document under development applies EN 301 549, the European accessibility standard, to government agencies and websites.

The report includes this comment:

"It is suggested to limit the scope of the Directive by excluding several types of content from the scope, such as archived documents that are not embedded in a webpage, non-web format content, and content in video and audio format."
