Hi there,

Thank you for posting your query.

In regards to PDF/A format, PDFTron supports PDF/A-1A, and PDF/A-1B both successfully validated through our software https://pdf.online/validate-pdfa

And others, like:https://www.pdfen.com/pdf-a-validator

Therefore, there are no restrictions around hyperlinks and URLs. For more details, see https://www.pdftron.com/blog/pdfa-format/all-about-pdfa/#pdf-a1-pdf-a2-and-pdf-a3

So in a nutshell, level B conformance requires only that standards necessary for the reliable reproduction of a document’s visual appearance be followed. So yes hyperlinks are allowed. The standard only has strict requirements on the rendering (visual appearance) and is not restricted to metadata like hyperlinks.

Hope that helps. Let me know if you need more information.

Best,
Pratibha
