Description
The objective of this technique is to show how to tag a definition (description) list.
For such lists, the ListNumbering attribute is not applicable and therefore should not be set, or set to None.

Checks #1 to #5 are all true.
Procedures
- Check that all fundamental techniques are followed.
- Check that all real content that the author intends as a list is tagged as a list.
- Check that list tags are not used when the author does not intend a list.
- Check that the substructures of all L tags are semantically appropriate (LI, Lbl, LBody).
- If the ListNumbering attribute is used for a description list, check that it is set to "None".
