How do you redact content in HTML? The format doesn‘t really include that concept. In both principle and practice, committing to a rendering is definitive; final, portable and generic; it‘s what the use case demands. Redaction demands PDF.

The DoJ quietly reposted the Mueller Report. We analyze their repost, noting the changes (from a PDF perspective).
Even with OCR, the Mueller Report PDF remains partly unsearchable due to poor redaction and scanning workflows that degrade text recognition.
It‘s too bad that such important historical documents are nonetheless posted as such low-quality PDF files. We provide commentary.
